I wish to confirm our agreement that, within sixty days, the two governments will establish normal road, railroad, air and river traffic, including the free movement into and within both countries of their nationals and vehicles in accordance with the procedures applicable to nationals and vehicles of other countries, as well as normal postal, telephone, telex and other telecommunications links between both countries
