Dear Mr.Minister:

I have the honor to refer to Article X of the General Framework Agreement for Peace in Bosnia and Herzegovina, which takes effect today upon signature.Pursuant to Article X, the Federal Republic of Yugoslavia and Bosnia and Herzegovina recognize each other as sovereign independent states within their international borders.In connection with the further aspects of mutual recognition referred to in Article X, I wish to confirm our agreement that the two governments will immediately begin to discuss the establishment of full diplomatic relations and within sixty days exchange ambassadors and establish embassies.
